中國現有聾人2000萬，河南省是聾人最為集中的省份。雖然河南地處中原一度是中國歷史文化發展的中心，但在改革開放的今天卻步履遲緩。
21世紀，位於鄭州市中心的革命紀念塔正在淡出人們的記憶，留下的只是一個城市標記。景明，小寧，王瑞一群聾人就生活在這裡。景明和「正常人」有過兩次婚姻。一次在朋友家偶然結識了家住開封的聾人姑娘王瑞。王瑞活潑、漂亮、善良，景明一見傾心。此後，兩個人頻繁地用手機短信交流思想感情。然而，王瑞已經和台灣聾人林先生有了婚約。察覺出女兒和景明的感情升溫，王瑞的母親決定讓王瑞立刻與林先生舉辦婚禮。此時朋友們紛紛給景明王瑞出主意，鼓勵景明千萬要抓住機會爭取愛情。但命運無法改變，景明最終祝福了王瑞和林先生的婚禮。出人意料的是，事情也並不像王瑞母親所預料，王瑞沒能和林先生去成台灣。回到台灣的林先生不久便和王瑞離異。
一年以後，景明和王瑞依然各自住在鄭州、開封兩個城市，隨著時間流逝，漸漸形同路人。

The White Tower—a documentary on the true story between the deaf in China.
There are more than 20 million deaf people in China, that of Henan Province ranks No. 1 among provinces in China. Although Henan is situated in the Central Plains of China and boasts its past prosperity, its pace of progress during reform is painfully slow. A group of deaf people such as Jingming, Xiaoning, and Wong Rui live right here.
Jing Ming and normal lady had two marriages. He happened to meet a deaf girl, Wong Rui who lived at Kaifeng. Wong Rui is lively, beautiful, and warm-hearted. Jing Ming fell in love with her immediately. They frequently exchange their thoughts and feelings via brief messages on the cell phone.
However, Wong Rui was already engaged with Mr. Lin, a deaf man from Taiwan. On knowing the love between Jing Ming and Wong Rui, Wong Rui's mother decided to marry her daughter immediately with the Taiwan guy.
However, friends were devising strategies for a happy marriage between Wong Rui and Jing Ming. Jing Ming was greatly encouraged to take up this opportunity.
But no one could change his own fate. Jing Ming witnessed the marriage between Wong Rui and Mr. Lin from Taiwan.
But to the contrary of her mother's will, Wong Rui could not make a good living with Mr. Lin and they divorced thereafter.
After one year, Wong Rui and Jing Ming still live at their respective hometown, Kaifeng and Zhengzhou and they had seen each other few times since then.
