幾千年來，中國農村政治體制經歷了鄉村紳治、保甲制、地方自治、人民公社制和家庭聯產承包責任制之後，終於在二十世紀末，步入了具有現代民主意義的村民自治的軌道。本片通過對東坡村從1998年到2004年間村民進行民主選舉、民主監督、民主管理過程的真實記錄，表現出中國鄉村民主化進程中錯綜複雜的利益關係和重重阻力，以及村民們對民主自治的渴望和信心。
